Stennis Space Center, MS -- DQSI Corporation, a 2nd year incubator company at the Mississippi Enterprise for Technology (MsET) at Stennis Space Center, has been awarded and is implementing a contract to scan and geo-reference over 2700 Field Studies, including in excess of 39,000 maps for the Minerals Management Service (MMS), Gulf of Mexico Region (GOMR), Office of Resource Evaluation (RE). The primary objective is to provide MMS's geoscientists with a complete set of easily accessible digital field study files to accelerate business process cycle-time, increase productivity, and provide real time information to support quick and reliable decision making. "DQSI will be conducting much of this work from their operation in Building 1103 at Stennis," said Charlie Beasley, vice president of MsET. "This is a small Louisiana company who joined our program to develop the geospatial technologies portion of their business, and this contract is an example of the growth they are experiencing here."
The MMS's Gulf of Mexico Region (GOMR), Office of Resource Evaluation (RE) is responsible for developing independent estimates of original amounts of natural gas and oil in discovered fields by conducting reserve studies (Field Studies) on the Outer Continental Shelf (OCS) and periodically revising the estimates of remaining gas and oil to reflect new discoveries, development information, and annual production. The detailed geological, geophysical, and engineering information contained within the 2700 plus Field Studies in the GOMR-RE archives is vital to maintaining reserve and resource estimates, performing tract evaluations (FMV), resource assessments, future production projections, field performance studies, OCS program initiatives, Royalty Management Program functions, and the evaluation of exploration and production incentives and legislation considered by the U.S. Congress and the Department of Interior.
The primary objective is to provide MMS's geoscientists with a complete set of easily accessible digital field study files. RE estimated that their geoscientists spend up to 30% of their time gathering data before they can begin their work processes. Having Field Studies easily accessible and in a digital format would accelerate business process cycle-time, increase productivity by making it easier to find and use information, allow geoscientists to focus work on value added areas, provide real time information to support quick and reliable decision making, and effectively re-use interpreted data, thus saving critical resources. The secondary objective is to provide a working set of digital Field Study files that can be easily backed up and restored in support of the MMS's Continuity of Operations Plan (COOP). Field Study files are unique and the loss of these records would be detrimental to the mission of Resource Evaluation and the MMS.
The Mississippi Enterprise for Technology (MsET) is a private, non-profit corporation whose mission is to create high-wage, high-skill jobs in the state of Mississippi. The incubator program has been in operation at Stennis since 1995 and has seen 23 companies develop into incubator graduates.
